Dubai Service Charges: How to Check Costs Before Buying
Dubai service charges can change the income you keep from a rental property. Two apartments with the same price and annual rent may produce different net income because their building costs differ. Before comparing an advertised yield, check the charges for the exact property and budget year.
This guide explains what to request, where to check approved charges and how to include them in a Dubai rental yield calculation. The numerical examples are assumptions for illustration, not actual charges for a Dubai community.
What are service charges in Dubai?
Dubai Land Department describes service charges as RERA-approved annual charges collected from owners for the management, operation, maintenance and repair of jointly owned property. Their budget can cover several shared-building costs; the exact composition depends on the property. See the DLD service-charge FAQs for the official explanation.
Separate the building budget from the repairs inside your apartment. A service charge should not automatically replace a reserve for appliances, interior work or a tenancy changeover. Ask the management company which costs are included before adding separate allowances.
How to check the official Service Charge Index
- Open the Dubai Land Department Service Charge Index or use the corresponding service in Dubai REST.
- Identify the correct project, property usage and budget year.
- Compare the result with the approved budget and invoices provided for the unit.
- Ask the management company to explain any difference before treating a quoted amount as your final annual cost.
DLD also provides a Dubai REST Service Charge Index guide. A rate for another year or another project is not a substitute for the record relevant to the apartment you are assessing.
A simple rate-per-square-foot example
For a basic planning illustration, assume the applicable chargeable area is 900 square feet and the annual rate is AED 15 per square foot. The estimate is 900 × AED 15 = AED 13,500 a year, equivalent to an AED 1,125 monthly budget allowance. Monthly budgeting does not mean the invoice is payable monthly.
Do not assume the advertised floor area is the chargeable area. Check the title-deed and invoice treatment, including how any balcony is handled. Likewise, confirm whether the rate you have been given covers the full relevant budget or only one component. Use the actual annual bill when you have it.
How building costs change rental yield
Consider two hypothetical apartments, each costing AED 1,500,000 and renting for AED 100,000 a year. Assume the same AED 10,000 combined allowance for vacancy and other owner expenses. Only the annual service charge differs.
| Planning comparison | Apartment A | Apartment B |
|---|---|---|
| Annual rent | AED 100,000 | AED 100,000 |
| Other costs and vacancy | AED 10,000 | AED 10,000 |
| Service charges | AED 12,000 | AED 20,000 |
| Net operating income | AED 78,000 | AED 70,000 |
| Net yield on purchase price | 5.20% | 4.67% |
The AED 8,000 difference reduces the purchase-price yield by about 0.53 percentage points. This example does not establish which apartment is the better investment. Amenities, condition, achievable rent and resale demand still need assessment. It simply makes the annual cost difference visible.
Documents to request before committing
- The latest approved annual budget and the unit’s recent service-charge invoices.
- A statement showing outstanding balances and which party will settle them.
- An explanation of reserve-fund components, major works or separately invoiced charges.
- The unit area and charging basis used in the calculation.
- The transaction’s proposed treatment of prepaid charges and any prorated amounts.
Do not treat a refundable deposit, prepaid expense and permanent ownership cost as interchangeable. Their cash timing may matter even when they are not all expenses in a rental-income calculation. Your conveyancer or transaction adviser can confirm the settlement treatment for the purchase.
Avoid these common comparison mistakes
Using a neighbourhood average: a community-level estimate can help early screening, but the building record is the more useful input for a specific purchase.
Counting the same cost twice: identify what the management and service-charge budgets already include before adding cleaning, common-area insurance or maintenance as separate items.
Assuming today’s charge never changes: keep a reserve and test a higher annual-cost scenario. This is a sensitivity test, not a prediction of a future approved budget.
Turn the documents into a useful budget
Enter the annual charge into the rental yield calculator, then add unit-level maintenance and the expenses you expect to pay separately. Compare the result with your full acquisition budget using our Dubai buying cost calculator. If you are financing the property, calculate debt service separately with the mortgage calculator.
